EXECUTIVE:


Eugene J. McNally, III
President
Since 1999
Eugene began his career as a United States Marine in 1985. His Military Occupational Skill (MOS) specialized in Heating, Ventilation and, Air Conditioning. He attained the rank of Sergeant at the age of 22 and was honorably discharged from reserve service in 1993. In 1991, Eugene was awarded a Bachelor of Science degree in Construction Management from Spring Garden College in Philadelphia, PA. In 1989, with his love for the military, Eugene welcomed the opportunity to specialize in contracting with the Department of Defense as well as scores of other federal government agencies throughout the entire United States. Eugene began his construction career as an Assistant Project Manager / Estimator for Hutchinson Contracting located in Cherry Hill, NJ and quickly excelled to the position of Lead Project Manager. Up until 1999, Eugene was employed by several construction companies, located throughout the Delaware Valley Region, specifically contracting with various branches of the federal government. He served in various positions to include Estimator, Project Manager, Quality Control Manager and, Vice President. In August 1999, Eugene elected to create Senate Builders & Construction Managers, Inc with the intention that the federal government as its only client. Going into his 12th year since the company’s inception, he continues to serve as President and is personally involved with all aspects of the company. He is a man with strong Spiritual Faith in God, he has been married to his Wife for19 years and they have 4 wonderful children.

As President, his duties and responsibilities include: Oversee all estimating, project management, purchasing, negotiations, and production within the organization; Marketing of new and existing clientele; Key stockholder of the corporation; Responsible for the daily operations of the company; Determine the feasibility of all projects that the corporation wishes to pursue; Interact with all personnel with a “hands-on” approach; Develop and maintain corporate business plan; Regular integration with Contracting Officers, Contracting Officers Representatives, Government Inspectors; Review and approve Applications for Payment, Verbal communication with General Manager, Project Manager, and Project Superintendent several times on a daily basis; Perform site visits on a regular basis; Interactions with accountants, bankers, bonding agency, etc.



Edward T. Bennett
Vice President
Since 2005
Ed began his construction career in 1973 as a carpenter for Volpe Builders located in Maple Shade, NJ. For 13 more years, he served as a Carpenter Foreman for several construction companies throughout the state of New Jersey. In 1986, Ed created a new company called E.T. Bennett Advanced Improvements located in Southampton, NJ where he excelled in major residential construction. He studied business at Burlington County Community College. Widely known in the local construction industry for his knowledge, leadership, reliability, and attention-to-detail, in 1993, Ed was offered the opportunity to become a General Superintendent of all field operations for a reputable general contractor in Pennsylvania, specializing in contracting with various agencies of the federal government. In 1996, he became the Vice President of PBM Construction Group, Inc, located in Folsom, PA, and specialized in government contracting. In 2005, Ed became Vice President and Co-Owner of Senate Builders & Construction Managers, Inc. He continues to serve as Vice President.

As Vice President, his duties and responsibilities include: Project management, purchasing, negotiations, and production within the organization; Marketing of new and existing clientele; A stockholder of the corporation; Responsible for operations of the company; Studies the feasibility of all projects that the corporation wishes to pursue; Interact with all personnel with a “hands-on” approach; Regular integration with Contracting Officers, Contracting Officers Representatives, Government Inspectors; Review Applications for Payment, Verbal communication with President, General Manager, Project Manager, and Project Superintendent several times on a daily basis; Performs site visits on a regular basis.



GENERAL MANAGEMENT & ON-SITE:


Douglas Boltz
General Manager / PM / Superintendent
Since 2007
Doug started his construction career in 1991 with the formation of Boltz Drywall, Inc., located in Bethel, PA. This company gradually expanded to 9 full-time Carpenters / Drywall Finishers and specialized in new home construction. In 2007, he joined Senate Builders & Construction Managers, Inc. as a Superintendent / Quality Control Manager and successfully completed several government projects. In 2009, Having been observed for his honesty, leadership, reliability, organization, and attention-to-detail, he was offered the position of General Manager of Senate Builders & Construction Managers, Inc. He continues to serve as General Manager and is personally involved with key aspects of the company.

As General Manager, his duties and responsibilities include: Reporting to Executives. Responsible for Professional Dept. and Production Dept. Performance and Development, assure dependable reporting. Directing all tradesmen / tradeswomen and subcontractors on multiple contracts; This also includes responsibility for maintaining daily project scheduling guidelines as required by contract; Adherence to Quality Control Plan and Safety Plan standards; Daily integration with Contracting Officers Representative (COR) and/or Government Inspectors; Oversee monthly progress inspections with Government Inspectors for Application for Payment review; Integrations with Occupants of the buildings under construction; Provide daily Occupant coordination to avoid disruption of Occupant daily missions; Responsibilities require acceptance and inspection of material shipments; The duties require constant communication flow with the headquarters President, Office Manager, Project Managers and Estimators (Verbal updates with these individuals are processed several times on a daily basis). This individual reports directly and jointly to the President and Vice President of the corporation. The corporation has granted authority to this individual to process modifications, purchase materials, hire employees, fire employees; His authority level within the corporation is considered as a key person with limited binding authority.



ACCOUNTING & PAYROLL:


Catarina Teixeira
Office Manager
Since 2004
Catarina is proficient with the following software applications; Microsoft Office Suite, Outlook, Intuit QuickBooks Pro, Quicken, Word Perfect, Time-slips, Phone Disk, Store Manager, Claris Works, Invoice Management Applications and, Maxwell Systems Construction Management software. In 1998, she was awarded a General Education Degree from the Community College of Philadelphia. She is fluent in English and Portuguese and also able to speak, write and, read in Spanish. Her career began in 1994 as a Receptionist / Bookkeeper Assistant for a piano company located in Philadelphia, PA. In 1996, she furthered her career as an Admissions Support Tech/ Receptionist for the Director of Admissions at the Computer Learning Center located in Plymouth Meeting, PA. In 1999, she served as an Administrative Assistant to the Branch Director of the Medical Staffing Network Located in Bala-Cynwyd, PA. Further, in 2001, she became Office Manager and Executive Assistant to the President/CEO of a Concrete Firm located in Philadelphia, PA. And finally, in 2004, she came aboard Senate Builders & Construction Managers, Inc. as an Office Manager where she has served ever since.

As Office Manager, this individual will report directly to the President and Vice President. The management responsibilities encompass overseeing many administrative facets to include: The receipt and processing of subcontractor and vendor Applications for Payment; the verification, review and, submission of subcontractor Standard Form 1413’s (SF1413); The verification, review and, submission of weekly certified payroll reports and their accuracy thereof; overseeing the receipt, verification and, processing of all accounts payable overseeing the preparation, verification and, submission of all Applications for Payment; overseeing the preparation and processing of vendor purchase orders; The follow up and tracking of all job material deliveries; the review and processing of all daily project timesheets; the processing of employee weekly payroll; project submittal register management, maintenance and, follow-up. All of these said duties and responsibilities require close interactions with the Executives, General Manager, Project Managers and Estimators. Her authority level within the corporation is considered as a key person with limited binding authority.



Marybeth Rebstock
Accounts Payable/Receivable
Since 2010
Senate utilizes on-site independent accounting services performed by Rebstock Bookkeeping. This on-site independent contractor has over twenty-five years of combined experience providing accounting and management services to both individuals and businesses. Servicing over 35 companies in the tri-state area, they have been involved in all aspects of accounting and management services. As a professional accountant who started her own business in 1995 and, after working for a private accounting firm for six years in the tax and audit department, she is responsible for all aspects of the accounting department including accounts payable, accounts receivable, payroll administration, job costing, financial reporting and accounting systems integration.



Beth Armbruster
Accounts Payable/Receivable
Since 2010
This on-site independent individual joined Rebstock Bookkeeping in 2000. She has extensive experience in the general management of several market research companies in the Philadelphia area. She started her career as the controller of a Philadelphia area law firm after graduating with her MBA from Temple University. She shares the responsibilities for all aspects of the accounting department. She is also responsible for all aspects of the accounting department including accounts payable, accounts receivable, payroll administration, job costing, financial reporting and accounting systems integration.



ESTIMATING/PROJECT MANAGEMENT


Matthew Knight
Chief Estimator
Since 2011
Matt is a graduate of Goldey Beacom College in Wilmington, DE. He holds a Bachelor of Science in Marketing Management and is currently in the process of obtaining a Masters Degree in Financial Management. His working career started by working for Tendons, Inc. in Toughkenamon, Pa. in the year 2000 where he served for four years performing duties such as; preparation of quotations, sales orders and quoting of all prices for Post-Tensioning products and services, participating and creating sales reports, forecasts and marketing programs. In 2004, Matt was hired as the Chief Estimator for Dutchland Inc. in Gap, Pa. His duties included formulating preliminary estimates/proposals for engineers, formulating final pricing proposals for bids, produced subcontract agreements, contract change orders and participated in job meetings. He also participated in monthly sales meetings and review job profit/loss reports. In 2007, Matt was hired by Keystruct Construction Inc. in York, Pa. where he performed the duties as a General Construction Estimator where he formulated preliminary estimates/proposals for engineers, formulated final pricing proposals for bids, contacted vendors for pricing, contacted and met with subcontractors to review work scope and job site conditions and coordination efforts with Project Facilitators. In 2010, he was employed by GEM Wall & Ceiling Contractors in Bowmansville, PA  where he performed the duties of Estimator. He was responsible for perform detailed material take-offs for commercial and industrial drywall, metal stud and acoustical ceilings. In 2011, Senate Builders & Construction Managers, Inc. closely observed his construction industry talents and recruited him as Chief Estimator where is currently serves this day.

As Chief Estimator, he reports directly to the President. His duties and responsibilities include: Mass information gathering, regular communications with vendors and subcontractors; The duties also require close interaction with the Contracting Officers and the Contracting Officers Representatives; He is required to review all proposals and scopes of work; Develop and maintain “Maxwell Systems” estimate values for multiple projects; Develop initial budgets for each project; This individual also monitors the day to day estimation duties for multiple projects; He is in constant verbal communication with new and existing vendors on a daily basis; He is to attend all pre-bid meetings as required by the government; Performs intermittent site visits.



Kristian Pensyl
Estimator/Project Manager
Since 2010
Kristian began his pursuit for a career in the construction industry in 1996. It was at this time when he was introduced to a trade as a Carpenter to restore old buildings while employed by the Antique Woods & Restoration Company located in Bechtelsville, PA. Here, he was taught all of the aspects of residential and commercial carpentry to include; wood restoration, rough & finish carpentry applications, estimating, equipment & tools and, blue print/specification interpretation. In 1998, he became an Equipment Operator for East Penn Mfg. Co., Inc., located in Lyons, PA where he maintained all product inventory. This opportunity enabled him to enhance his communication skills with executives, fellow employees, vendors and, the general public. In 2005, Kristian became in Independent Contractor in Kutztown, PA where he perfected his estimating/project management skills. This company performed all aspects of residential and commercial construction such as; general, plumbing, HVAC, and electrical. In 2007, he was offered a position as Estimator/Project Manager for Berks Products Located in Kutztown, PA. He managed residential and commercial projects from start to finish. He provided detailed estimates and proposals with on-site field verifications. And, he achieved Lead Project Manager/Estimator within 2 years. Finally, in 2010, Senate Builders & Construction Managers, Inc. closely observed his construction industry talents and recruited him as one of the lead Estimator/Project Managers where is currently serves this day.

As Estimator/Project Manager, he reports directly to the General Manager. His duties and responsibilities include: Mass information gathering, website maintenance, regular communications with vendors and subcontractors; The duties also require close interaction with the Contracting Officers and the Contracting Officers Representatives; He is required to review and approve all subcontracts, purchase orders, submittals, insurance; Develop and maintain “Maxwell Systems” estimate values for multiple projects; Develop initial budgets for each project; This individual also monitors the day to day estimation duties for multiple projects; He is in constant verbal communication with Project Superintendents on a daily basis; He is to attend all pre-bid meetings as required by the government; Performs intermittent site visits. The authority level of this individual is considered key but limited.



ON-SITE CONSTRUCTION:


Sean McGovern
Superintendent/QC/Safety Manager
Since 2001
Sean’s construction career commenced upon completion of his high school studies. In 1989, Donovan Construction CO, located in the Wilkes-Barre, PA area, offered him the opportunity to be trained hands-on in three separate trades while building new homes and renovating existing. These trades were carpentry, plumbing, and electrical. He spent 4 years mastering each trade. In 1993, Sean became the Northern Ohio Installation Manager for Sears Roofing and Doors. He effectively scheduled, managed, and maintained quality control while he recruited and supervised multiple subcontractors. In 1995, he became an Independent Contractor for residential and commercial properties performing skilled hands-on construction services such as; rough and finish carpentry, roofing, siding, tile work, commercial ductwork, and commercial piping. In 1997, Sean contracted with a well-known government contractor, Bill Strong Enterprises, Inc, located in the state of Kansas. The contract was defined as Renovate Military Family Housing at Tobyhanna Army Depot. The scope of work included rough & finish carpentry, drywall systems, plumbing systems, and electrical systems. Thereafter, in 1998, he was offered the Foreman position with MJD Construction Co, located in the Wilkes-Barre, PA area, where he managed new home construction and renovation to existing. And finally, in 2001, Senate Builders & Construction Managers, Inc. recruited Sean to become a Superintendent/Project Manager for new government contracts. In addition, his experience also enabled him to perform the duties of Quality Control Manager and Safety Manager on several projects. He currently serves as General Superintendent and oversees contracts ranging from $1.5 million to $10 million.
